Introduction

The Republic of North Macedonia offers an opportunity for foreigners to acquire citizenship through naturalization under easier conditions if they have invested in the country.

According to the Law on Citizenship, a foreigner who is older then 18 years of age and his admission to citizenship will not endanger the national security or defense of the Republic of North Macedonia, can acquire citizenship of the Republic of North Macedonia by naturalization if it is deemed to be of special scientific, economic, cultural, sports, or other national interest.

This means that the applicant does not have to fulfill the following conditions in order to acquire citizenship if their application is based on an investment:

  • legally and continuously reside on the territory of the Republic of North Macedonia for at least 8 years before submitting their request;
  • have a housing and a permanent source of income that meets the requirements determined by law;
  • not have been sentenced to imprisonment for at least one year in the Republic of North Macedonia or the country of which they are a citizen for crimes prosecuted ex officio that are punishable under the regulations in the Republic of North Macedonia;
  • not have criminal proceedings initiated against them in the Republic of North Macedonia or the country of which they are a citizen;
  • have knowledge of the Macedonian language to a level where they can communicate with those around them;
  • not have been sentenced a measure prohibition on residence in the Republic of North Macedonia;
  • sign an oath to be a loyal citizen of the Republic of North Macedonia;
  • renounce their previous citizenship or prove that they will do so if they are admitted to citizenship of the Republic of North Macedonia.

The Investment 

The Government of the Republic of North Macedonia recently amended the decree establishing the criteria for special scientific, economic, cultural, sports, or other national interest for the purpose of acquiring citizenship. This decree specifies the conditions and criteria for citizenship by investment applications.

According to the decree, special economic interest exists if a foreigner who applied for citizenship of the Republic of North Macedonia invested at least EUR 400,000 per person as a direct investment in new facilities, with the exception of catering facilities and commercial facilities, with at least ten full-time employees for at least one year.

This type of application is allowed since the change of the regulation from 2011, but from 2019 a new type of “investment” was added in the regulation, allowing the applicants to investment in a private fund that meets special criteria. 

Based on this, the particular economic interest also exists if a foreigner who applied for citizenship of the Republic of North Macedonia invested at least EUR 200,000 capital per person, over a period of at least two years, in a private investment fund that meets the following conditions:

  • the investment fund has a minimum of EUR 5,000,000 initial capital before submitting the investment program to the Fund for Innovation and Technological Development;
  • the investment fund invests in support of the economy, innovation, or innovation activities, but not in real estate of any kind, except for office space for the needs of the private investment fund or the Fund for Innovation and Technological Development and in development infrastructure projects;
  • the investment fund has no more than 500 foreigners as investors who have applied for citizenship of the Republic of North Macedonia on the basis of this regulation.

Overall, the amended decree provides clear criteria for determining special economic interest for the purpose of acquiring citizenship through investment in the Republic of North Macedonia.
